Gujarat Government embarrassment Justice (retd) RA Mehta refused to take responsibility as the Lokayukta State because the State Government takes time, notifying his appointment.
In a letter to the State Governor justice Mehta said that he could not take the post because of the mindset and attitude displayed by the State Government, told the Hindustan Times.
That Modi's administration fought tooth and nail to brake its purpose, he wrote, "the Rs 45 crores of public money that was spent by the Government of Gujarat in this trial. It is humongously disproportionate figure by any standards. "
The State Government first moved in the Gujarat High Court, which upheld the appointment of Justice Mehta Lokayukta. Then the Government of Gujarat has challenged a high court order in the Supreme Court, which was also rejected.

He subsequently filed a petition to review, and then a medical petition, both of which were rejected.
Gujarat has the year 2003 as the Lokayukta Chief Minister flatly against any move to appoint one.
However, in the year 2011, Gujarat Governor Dr Kamla Beniwal, on the recommendation of the Chief Justice of the Supreme Court appointed a Lokayukta, bypassing the public administration of Justice Mehta.
Subsequently, the Government of Gujarat has fought a bitter legal battle in the High Court and the apex court.
But justice Mehta refused to take over as the Lokayukta in January when his appointment was supported by the Supreme Court, as he wanted Gujarat Government to exhaust all its legal options.
